The mayor's chair and four seats on the Lubbock City Council were up for election on May 7, 2016. Since Glen Robertson, who was elected mayor in 2012, ran as a Republican candidate to the U.S. House in 2016, Lubbock will elect a new mayor. Four candidates filed for this race, including current councilman Victor Hernandez.<br />
<br />
The filing deadline for candidates wishing to run in this election was February 19, 2016. Three of the six city council positions—Districts 2, 4, and 6—are up for election. There will also be a special election for District 1 of the city council on the same day. The filing deadline for candidates to file for that seat was March 7, 2016. A runoff election, if necessary, will occur on May 24, 2016. The elections for both Districts 1 and 2 are both open races, so Lubbock is ensured two new members of the city council and a new mayor.<br />

Salter joined the faculty of the Jerry S. Rawls College of Business Administration at Texas Tech University in Fall 2015. He is also the Comparative Economics Research Fellow at the Free Market Institute, also at Texas Tech. Prior to this he taught at Berry College, in the Campbell School of Business. <br />
<br />
Dr. Salter received his B.A. in Economics, with a minor in Mathematics, from Occidental College in 2010. He then attended George Mason University for graduate school, earning a M.A. in 2012 and Ph.D. in 2014. Dr. Salter wrote his dissertation, titled ‘Essays on the Political Economy of Monetary Institutions and Policy,’ under Professor Lawrence H. White.<br />
<br />
His research interests fall into two categories: monetary institutions and policy, and the economics of governance. Dr. Salter's goal in monetary research is to discover monetary regimes that maintain macroeconomic stability, but also adhere to the rule of law, and rely on realistic appraisals of the incentives and information confronting market actors and policymakers. His perspective on monetary economics is heavily influenced by thinkers in the Austrian tradition, such as Ludwig von Mises and Friedrich Hayek, as well as the monetary disequilibrium theory of Leland Yeager. Alexander's goal in governance research is to discover governance regimes where the governors have the information and incentives necessary to act in the interests of the governed. His perspective on governance is heavily influenced by the Virginia school of political economy, especially the work of James Buchanan and Gordon Tullock, as well as recent work in private governance. <br />

In addition to conducting scholarly research, Dr. Salter also serves as an adjunct program officer with the Institute for Humane Studies at George Mason University, a project fellow with the Atlas Sound Money Project, and an associate editor of the Journal of Private Enterprise. May</i></b> is a retina surgeon with expertise in severe ocular trauma. Following his surgical training at the University of Illinois College of Medicine in Chicago, he founded the United States Air Force Retina and Ocular Trauma Service, for which he received the Air Force Commendation Medal.<br />
<br />
He has been on the medical faculties of Northwestern University, the University of Illinois, the University of Texas San Antonio, the University of California Davis, the University of California San Francisco, Tulane University, and Texas Tech University Health Sciences Center. He has served as a staff and faculty surgeon at eight Veterans Administration medical centers.<br />
<br />
Prior to moving to Lubbock in 1989 as Chairman of Ophthalmology, Dr. May was Professor of Ophthalmology at Tulane University and Director of the Tulane Ophthalmology Service at the Charity Hospital New Orleans.<br />
<br />
Dr. May served as an Associate Dean and taught MBA students as a Professor of Health Organization Management at the Texas Tech University School of Medicine.<br />
<br />
Dr. May was the founder of the Texas Eye Injury Registry and a co-founder of the United States Eye Injury Registry, where he served as president. He has authored more than 100 peer reviewed scientific publications, including an epidemiological <a href="http://link.springer.com/article/10.1007%2FPL00007884" target="_blank">study</a> of 8,952 patients with severe eye injuries, the largest trauma epidemiological study ever reported.<br />
<br />
Dr. May writes a daily column for his “<a href="http://lubbockonline.com/conservative" target="_blank">Mr. Conservative</a>” blog. His debates with Professor Arnold Loewy of the Texas Tech School of Law appear every other Sunday on the op-ed page of the Lubbock Avalanche-Journal. On Sunday 06 April 2014, their debate, “<a href="http://lubbockonline.com/editorials/2014-04-06/its-debatable-should-marijuana-be-legalized" target="_blank">Should Marijuana be Legalized</a>,” appeared in the Avalanche-Journal and on line.<br />

Jake is a 1997 graduate of Taft High School in Taft, TX, where he was active in both athletic and academic pursuits, including Student Council and membership in the National Honor Society.

Zoe Russell is a native Houstonian with a keen interest in free market economics as well as state and national politics. As a small government, fiscal conservative, she sees grave inconsistencies between Republican values and the prohibition of marijuana.
Zoe’s role within <a href="http://www.rampgop.org/">RAMP</a> is to act as a spokesperson, coordinate and grow membership as well as organizing events. She went as a state delegate to the 2012 and 2014 Texas GOP Conventions in Fort Worth. She is also an active member of Houston Young Republicans.
After serving as captain of the water polo team, Zoe graduated college at just 20 years old, earning a Bachelor of Science Degree in Economics from Auburn University in 2007.
With participation in Toastmasters International, Radio Free Market, and Liberty on the Rocks Houston, Zoe has experience with organizing and public speaking. Her career in logistics and marketing have benefited her with many skills from project management to graphic design.<br />

These years on the bench have produced 565 jury trials and thousands of bench trials. Delaney has managed a solo mediation and arbitration practice since 2001 in which he has helped to resolve hundreds of cases from child custody to professional negligence.<br />

From 2008 on, Delaney has been a member of Law Enforcement Against Prohibition, recognizing that arresting for small amounts of marijuana comes with expenses for police hours in processing the arrest, court time, jury time, jail space, and other limited resources.<br />

Many laws come about during session when lawmakers are in Austin busily doing the work of the people and most of the time, we do not even know what they are about or when they took effect. Some laws can help us, but some do not. Some cause undue hardships, higher taxes and many times, loss of freedom. It is because of this that <a href="http://www.westtexasvoice.com/" target="_blank">West Texas Voice</a> has come about.<br />

During session and beyond, <a href="http://www.westtexasvoice.com/" target="_blank">West Texas Voice</a> will be keeping a close eye on Austin and our west Texas legislators. <a href="http://www.westtexasvoice.com/" target="_blank">West Texas Voice</a> will be alerting the citizens of west Texas about bills that their legislators are putting forth, whether good or bad, helping west Texans to become aware of how their legislators are voting on issues and other items of interest will be shared on a daily basis. Weekly reports will be delivered about bills that will be in committee for the week and weekly voting reports will also be published. Action alerts will also be sent out informing you about bills of interest that will be coming up in committee or coming up for a vote that need special attention.<br />

By being informed, we are able to help our legislators with their good legislation, we are able to make our wishes known to them and we are able, when the time comes, to vote for the person that is in line with our principles and concerns. <a href="http://www.westtexasvoice.com/" target="_blank">West Texas Voice</a> helps citizens to work together with their legislators enabling them to make a difference in our state government.<br />

We need to have a change in the political mindset of the country toward more individual Liberty and self-reliance and away from governmental dependency and collectivism, but it appears that the public is not inclined to do so. Thus, it likely will take many years of economic and political education and overcoming some major crises before the public is willing to change its mindset.</blockquote>

Also has testified in New York Stock Exchange and National Association of Securities Dealers arbitrations. In addition, Chip has participated in and prepared a chapter for the prestigious American Assembly meetings on Financial Services, which involved top level regulators, businessmen, and academics who met to prepare proposals for the reform of the U.S. Financial system in the early 1980’s.<br />

Dr. Peterson has also coauthored numerous editions of a leading college textbook titled Financial Institutions, Markets and Money (most recently published by John Wiley & Sons in 2006) and authored a book for the general public titled The REAL Social Security Problem: What Everyone Must Know Before It’s too Late (Financial Economics Publications, 1998). He has owned and managed real estate and a wide variety of financial assets. His wife, Carol, taught computing and was Area Coordinator for Micro-computing for many years at South Plains College in Lubbock, Texas before retiring in 2001 and is an award winning watercolor artist.

Dr. Robert Tidwell earned his undergraduate degree in Political Science (areas of focus: Soviet and Post-Soviet Russia, Cold War, and Asia). His Doctorate is in History with an emphasis on Contemporary US Military History and Diplomacy. As someone who grew-up during the Cold War, he has long had an interest with the Soviet Union and similar totalitarian regimes (namely, how they established and consolidated power in their respective societies). During his university years, Tidwell spent a great deal of time studying various "Progressive" groups and organizations, especially with respect to their associations with the Soviet Union and other Statist movements.<br />

In Out of Poverty, Powell uses economic theory in arguing that much of
what the anti-sweatshop movement has agitated for would actually harm the very workers
they intend to help by creating less desirable alternatives and undermining the process of

Lubbock Liberty and the Lubbock Constitutionalist Society co-hosted this workshop on our Fourth Amendment right against unreasonable and warrantless searches and seizures. Prior to Independence, our founders were subject to "general warrants" which allowed the prying eyes of government to intrude at an official's whim, especially against political dissidents.<br />
<br />
The expertise of guest speaker Professor Arnold H. Loewy of Texas Tech University School of Law, George R. Killam Jr. Chair Of Criminal Law, 2006 is welcomed on the Fourth Amendment.<br />

Professor Loewy is the George R. Killam Chair of Criminal Law at Texas Tech University and teaches courses on criminal law, criminal procedure, and the First Amendment. Loewy recently joined the Texas Tech School of Law faculty after having taught for 38 years at the University of North Carolina School of Law and four years at the University of Connecticut School of Law.<br />
<br />
He received both his bachelors degree and Doctor of Jurisprudence from Boston University, where he achieved the top academic average in his graduating class, and was a senior editor for the Boston University Law Review. Professor Loewy obtained his LL.M from Harvard Law School in 1964.<br />
<br />
His scholarship has been cited by the United States Supreme Court (See, United States v. Jacobsen, 466 U.S. 109, 123 (1984)).<br />

Willis was selected as the Precinct 4 Constable recently, but had to resign from the position to run in the 2014 race for JP. Prior to working as Constable, she worked in law enforcement for 28 years, including the jail division, warrants, and the court division. She has a Bachelor degree in law enforcement from Wayland Baptist University.<br />

Gary retired as a Lieutenant after 23 years with the Lubbock Fire Department (now Lubbock Fire Rescue), where he worked as a fireman and a paramedic. He served eight years with Lubbock EMS and 18 years with Shallowater EMS (as Director for 12 years). Gary also served as City Councilman for Shallowater for six years and is also the chairperson for the South Plains Committee for Firearm Education and Child Safety.<br />

<b>Margaret Anne Brown</b><br />
Brown is a Lubbock native. She has experience in human resources, data entry, corporate sales, and business management. She is a ten-year member of the Lion’s Club and has worked with the Republican Party of Lubbock.<br />

Debra is a long time West Texas resident. She worked her way through the ranks of the Lubbock County Sheriff's Office from Deputy to Captain. In the 20 years she was with Lubbock County she has worked at one time or another in every division of the Sheriff's Office. Debra retired from Lubbock County in 2009 and took a position as Jail Administrator for a local county that was experiencing administrative changes. In 2010 Debra was back working for the Lubbock County Sheriff's Office as a deputy at the new Detention Center<br />

<i>Early Life</i>: Dr. Donald May was raised on his family’s ancestral farm in Illinois, which he and his
wife Jane still operate.<br />

<i>Education</i>: Dr. May’s early undergraduate studies were in nuclear physics with a subsequent
major in immunological chemistry. He completed his residency in ophthalmology in 1976 and a
fellowship in retina surgery in 1977.<br />
<br />
<i>Military:</i> Dr. May is a veteran, a Major in the United States Air Force, where he received the Air Force
Commendation Medal.<br />
<br />
<i>Professional</i>: Dr. May has been on the faculties of the University of Illinois, the University of Texas, the University
of California, Tulane University, and Texas Tech Health Sciences University. He was Professor and Chairman of the Department of Ophthalmology at the Charity Hospital of
New Orleans and a Professor in the Department of Ophthalmology at Tulane University. He was Professor and Chairman of the Department of Ophthalmology and Visual Sciences and
subsequently Associate Dean at the Texas Tech School of Medicine. He was a full professor in the
Department of Health Organization Management and taught MBA students. Dr. May is a member of the Lubbock Board of Health.<br />

<i>Political</i>: Dr. May and his wife were delegates to the 2004, 2006, 2008, 2010, and 2012 Lubbock County
Republican Conventions and Texas Republican Conventions. Dr. May was the first place delegate for the Texas 19th Congressional District to the 2008 Republican National Convention in St. Paul, Minnesota and the 2012 Republican National Convention
in Tampa, Florida. Dr. May debates Arnold Loewy, the George Killiam Professor of Law at Texas Tech University
School of Law, on issues relating to the US Constitution. The debates appear every other week as
the “It’s Debatable”series on the Sunday op-ed page of the Lubbock Avalanche-Journal. Dr. May has written more than 2,200 separate political columns and commentaries over the past 10

Mikel Ward is a longtime city of Lubbock resident, a retired business owner, and graduate of Lubbock High School. She is an important member of S.P.A.F.F., or <a href="http://southplainsadvocatesforfreedom.com/" target="_blank">South Plains Advocates For Freedom</a>, whose core mission is to promote fiscal responsibility, constitutionally limited government, and individual freedom. They also strive to inform, empower, and mobilize taxpayers to resist government overreach in the city, county, state, and country levels by all peaceful means. She has also been an outspoken critic of Imagine Lubbock Together.<br />
<br />
Throughout the years she has sought to protect the taxpayers through her stance on public funding for economic development, such as opposing a 3/8-cent sales tax for economic development, previously questioning the use of 3 cent property tax for Market Lubbock Inc, and said economic development should be handled by the private sector.<br />
<br />
In 1995, on the city ownership of Lubbock Power & Light, Mikel said she would support selling LP&L provided that the proceeds would go toward paying off the city's debt and drastically reducing property taxes. Now, she says it should be left to the voters to decide. And on the city of Lubbock tax rate and debt load, she believes the tax rate is too high and criticized the city for not adjusting the tax rate down each year to account for increased appraisals.<br />
<br />
She has been steadfast on the position of the city's debt burden being too high while questioning the city's figures on the size of the debt.<br />

He earned his B.S. in economics and finance from the University of Massachusetts at Lowell, and his M.A. and Ph.D. in economics from George Mason University.<br />

Professor Powell is the editor of Making Poor Nations Rich: Entrepreneurship and the Process of Development (Stanford University Press: 2008) and co-editor of Housing America: Building Out of a Crisis (Transaction: 2009). He is author of more than 50 scholarly articles and policy studies. His primary fields of research are economic development, Austrian economics, and public choice.<br />

Dr. Powell's research findings have been reported in more than 100 popular press outlets including the Wall Street Journal and the New York Times. He also writes frequently for the popular press. His popular writing has appeared in the Investor's Business Daily, the Financial Times (London), the Christian Science Monitor, and many regional outlets. He has appeared on numerous radio and television shows including, CNN, MSNBC, Showtime, CNBC, and he was a regular guest commentator on Fox Business's Freedom Watch.<br />
